The Indiana Department of Education recently released guidance regarding the upcoming state and federal testing requirements for this school year. As a result of this guidance, which is included below, all students will be required to take these tests (ILEARN, WIDA, ISTEP+, etc.) in-person. As a result, principals will be setting up an on-site testing schedule for all students participating in e-learning at the time of the scheduled State Assessment. Your building principal may also require in-person participation in important local assessments such as IReady Math and IReady Reading, as these are important tools for determining academic progress of our students. Principals at the K-6 level will be in contact during December or early January to schedule assessment dates with our e-learning families. Statewide ILEARN, WIDA, AND NAEP assessments are required under federal law and regulation. On September 3, 2020, the US Department of Education issued a letter to all Chief State School Officers regarding the expectations and requirements for statewide assessment administration during the 2020-2021 school year. Specifically, the letter stated that, “…it is now our expectation that states will, in the interest of students, administer summative assessments during the 2020-2021 school year, consistent with the requirements of the law and following the guidance of local health officials.” Further, the letter indicated that no waivers from the federal requirement to assess students will be granted for the 2020-2021 school year. Pursuant to federal statute at sec. 1111(b)(2)(B)(ll) of Title 1 of ESSA, annual statewide assessments in mathematics, language arts and science shall be administered to all public elementary school and secondary students in the State. In Indiana, this annual assessment is ILEARN or, for a limited number of students, ISTEP+.
